A 16-year-old child in foster care went missing from Portland on February 4, says the Oregon Department of Human Services (ODHS).

According to ODHS, the missing child, Elisa Gutierrez, is believed to be in the Portland Metro area. Officials say she likes to spend time at Fred Meyer and Starbucks in North Portland and Oregon City.
